because fifa has decided that everything is peachy

they put up signs saying 'kick out racism'

then do zero about it

when a teams fans shout racist shit at players

fifa fines then 20 centavos

when it happens for the 120th consecutive week

fifa really puts their foot down

its 35 centavos!

buts everything is lovely

because the anti racism taskforce says that its all sorted

theres no need for them any more
